For a year now, Finland has had a law that allows ISPs to prevent users from accessing websites that contain pornography depicting minors. As the law was drafted, privacy concerns were downplayed by statements to the effect that this was to be a one-off law warranted by the extreme reprehensibility of child porn.
Sure enough, already a National Research and Development Centre for Welfare and Health (STAKES) report considers using the same tools in order to protect the national online gambling monopoly:
In this regard, a very important statute is the law on preventing the dissemination of child pornography, as this law can also provide a model for legislation against remote gambling.
